The non-exempt job classification is covered under The McNamara-O'Hara Service Contract Act (SCA) and the contract's collective bargaining agreement (CBA). Service employees are compensated per the prevailing wage rates and fringe benefits that are set by the U.S. Department of Labor (DOL) Wage and Hour Division's WDs 29 CFR Part 541 and 29 CFR 4.163(f), unless otherwise modified by a CBA between labor and management.

Job Summary

Under direct supervision, schedules Personal Property shipments and/or Passenger and Port Call movements for military and civilian personnel including family members. Provides assistance to all branches of service within the defined area of responsibility.


Essential Functions:

  • Gives consideration to customer requested dates and carrier availability to perform services. Confirms date of service with customers.
  • Coordinates with commercial carriers to obtain personal property movements and/or air and bus reservations.
  • Prepares documentation using various standard Army management information systems.
  • Reschedules travel as requested by the shipper. Performs tracer actions on late shipments.
  • Processes subcontractor invoices and statements of accessorial charges.
  • Receives and takes action to remedy customer concerns.
  • Provides informational material to customers concerning their travel plans.
  • Maintains a customer scheduling system and accepts walk-in customers on a space available basis.
  • Understand and meet established productivity and quality control goals associated with assigned functional area / process.
  • Follow established guidelines in performing day-to-day routine tasks as outlined in Standard Operating Procedures (SOPs), Technical Manuals, and Audit Readiness standards, etc.
  • Understand the Acceptable Performance Levels (APL's) associated with assigned functional work areas / process and work expeditiously to meet contractual and team goals.
  • Adhere to government, contract, and company policies and procedures.
  • Ability to use e-mail to receive and disseminate workload tasks and information.
  • Maintain a safe and secure work environment.
  • Perform other duties as assigned in association with established Management and Contract Compliance Plan, and workload requirements, etc.

Working Conditions and Physical Demands

  • The work is performed in an office environment and requires normal safety precautions.
  • Work is primarily sedentary and requires extended periods of sitting. Slight physical effort may be required with light lifting.
  • Work is multi-functional, fast paced with periodic levels of high stress mental demands.
  • Must be able to handle equipment/supplies weighing 30-50 pounds individually and occasionally items weighing in excess of 50 pounds with assistance

Qualifications

Experience:

  • A minimum of one year of experience in comparable activities.
  • Experience using the Microsoft Office suite of programs, including Word, Excel, PowerPoint

Skills:

  • Proficient data entry with ability to type 50-55 wpm. Must operate computer and other office automation equipment.
  • General office skills and the ability to understand and interpret military regulations and contract language.
  • Must be able to learn and obtain knowledge of military transportation entitlements.
  • Must demonstrate the ability to effectively read and write in English, and comprehend written instructions, perform common mathematical tasks, and communicate effectively.
  • Attention to detail and excellent follow up skills

Certificate, License, Registration, etc.:

  • US Citizen
  • Must possess or be able to obtain and maintain a security clearance applicable to the position and/or military Common Access Card (CAC) within 30 days if required. Specific positions may require a National Agency Check (NAC).
  • Completion of company mandated training applicable to position.
  • Possess a valid Driver's License

Education

  • Minimum high school diploma or GED (or three years of work experience which demonstrates the ability to write, to read and comprehend written instructional documents, perform common mathematics tasks and to communicate effectively).
