Security/Safety and Occupational Health Representative - DLA Guam

The Safety and Occupational Health Representative and Security Specialist creates, administers, and manages job safety and security measures while promoting and fostering a healthy, safe, and secure work environment. The ideal candidate will possess the necessary skills to provide oversight and management of safety protocols and procedures, provide required trainings and maintain compliance standards, plan and provide improvement procedures, and adhere to and maintain security procedures to ensure the proper protection of secure information, data, electronic systems and secure locations for Department of Defense (DOD) customers.

 

Duties:

 

  • Development, implementation, and management of safety and quality policies and procedures in compliance with local, installation, and federal rules and regulations including Occupational Safety and Health Administration (OSHA) and Department of Transportation (DOT)
  • Worksite analysis and evaluation of established safety protocols
  • Enforcement and continual evaluation of the Safety and Occupational Health (SOH) program in compliance with local and federal safety regulations
  • Use Enterprise Safety Application Management System (ESAMS) to maintain record of all accidents, mishaps, or near miss incidents which result in hospitalization, loss of life, amputation, loss of an eye, and impact to the environment or property, and to provide required reports IAW Defense Logistics Agency (DLA) regulations
  • Develop and foster a safe working environment and workplace culture by encouraging open discussion of safety concerns and issues and identification of potential hazards by employees
  • Attend safety meetings and councils, participate in and administer safety campaigns, educational and reference material, safety bulletins and postings, and other safety directives as requested
  • Provide management and proper handling and storage directives for HAZMAT and other sensitive items in storage
  • Establish and implement an Electrostatic Discharge (ESD) Control Program and process Electrostatic Discharge Sensitive (ESDS) items IAW DOD regulations
  • Participate in an Environmental Management System (EMS) and in internal and external audits to ensure that storage, handling, shipment, containment, clean-up, and disposal of HAZMAT and all forms of waste are IAW local and federal regulations
  • Analyze, plan, advise, operate or evaluate the development and implementation of policies, procedures, standards, training, and methods for identifying and protecting information, personnel, property, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss.
  • Develop, evaluate, maintain and/or operate systems, policies, devices, procedures, and methods used for safeguarding information, property, personnel, operations, and materials; and/or developing and implementing policies and procedures for analyzing and evaluating the character, background, and history of employees, candidates for employment, and other persons.

 

Qualifications and Requirements:

 

  • Bachelor's Degree from a four-year college or university in a relevant field, or a combination of both education and work experience or formal training
  • Three (3) years of experience in the Safety and Occupational Health (SOH) field within the past five (5) years preferably as a lead or in a management capacity
    • Preferred: Department of Defense logistics or warehousing experience, or equivalent
  • Three (3) years of experience in the security field within the past five (5) years.
  • Active OSHA 30-hour safety training certificate
  • Six Sigma certification or Lean Management certification, or the willingness to obtain such certifications
  • Experience with and knowledge of ISO 9001 Quality Management systems, certifications are a plus
  • OSHA Voluntary Protection Program (VPP) experience
  • Ability to write effective procedure manuals and business correspondence, and produce required reports
  • Microsoft Office proficiency, particularly in Word and Excel. Visio experience is a plus
  • Outstanding written and verbal communication skills
