RSA - Freight Specialist II

The non-exempt job classification is covered under The McNamara-O'Hara Service Contract Act (SCA) and the contract's collective bargaining agreement (CBA). Service employees are compensated per the prevailing wage rates and fringe benefits that are set by the U.S. Department of Labor (DOL) Wage and Hour Division's WDs 29 CFR Part 541 and 29 CFR 4.163(f), unless otherwise modified by a CBA between labor and management.


Job Summary

The Freight Specialist II must possess knowledge and experience in materiel movements and freight support, prepare documents to adjust accounting classifications, review lists of transactions rejected by an automated system, determine reasons for rejections and prepare necessary corrections. Tasks include oversight of Bills of Lading and other administrative duties for all freight shipments, plans and scheduling of approved carriers. Must be able to ship hazardous and sensitive materials and possess a working knowledge of DOT, CFR, Army regulations, GFM, CMOS, shipping documents and DoD and local policy for the movement of cargo, supplies, Organizational Clothing & Individual Equipment and POVs. Must determine priorities, mode of transportation, routing, quantity and types of equipment and shipments.


Essential Functions:

  • Receives shipping documents from shipping warehouse. Reviews documentation for completeness, applicability, and authorization of shipments. Provides information as to the additional documentation requirements for making shipments.
  • Utilizes and complies with multi-service regulatory sources to determine special service requirements, hazardous precautions, security considerations, utilizing transportation, security and safety regulations.
  • Makes cost comparison using carrier tenders and tariffs, agency contracts and ETA System (Electronic Transportation Acquisition). Reviews service features for compatibility with shipment requirements. Request routing authority and instructions from (SDDC) Military Surface Deployment and Distribution Center for shipment that require special services. Provides estimated rates for various modes of shipments at customer request so that the customer can make shipment by the most economic means available.
  • Arranges pickup and delivery times with carrier. Determines type of equipment needed to meet customer requirements, regulatory, federal, state, and local laws.
  • Utilizes (FACTS) Financial and Air Clearance Transportation Systems to book shipments on military air flights to overseas locations. Prepares documentation including air bills and customs forms for shipment to overseas locations going commercial air to final destination.
  • Obtains proof of delivery at customers' request.
  • Reports carrier
  • performance failures as required utilizing the (GFM) Global Freight Management System.
  • Prepares Report of Shipments for each shipment containing classified, sensitive, Class A & B explosives or those shipments requiring special handling to the consignee no later than 24 hours after release of shipment to the carrier.
  • Prepare all documentation required for each shipment as required, including but not limited to Bills of Lading, Signature and Tally, Shippers Declaration for Hazardous Material, Commercial Invoices and Shippers Export Declarations.
  • Reviews incoming documentation for discrepancies in quantity or damage and completeness of documentation. Coordinates with commercial and government shippers and carriers to resolve discrepancies. Prepares required documentation to clear discrepancies.
  • Acts as liaison between U.S. Customs and Redstone Arsenal. Prepares required documentation for shipments from international points for entry into the United States destined for Redstone Arsenal.
  • Makes payments to carrier electronically utilizing PowerTrack System.
  • Monitor funds received from directorates on Redstone Arsenal and provides cost to budget personnel as requested.
  • Provides information and assist the Supervisor with all aspects of internal and government reports.
  • Keeps and maintains a Work Distribution Log which shows who is handling which shipment and the time they have to complete the processing.
  • Keeps and maintains a PowerTrack Log showing who is responsible for paying each bill and the due dates of each.
  • Distribute all incoming mail to the proper people and locate any missing documentation that is requested.
  • Trains and assists all other Freight Rate Auditors with their job.
  • Works with Quality Control to ensure monthly reports are completed in a timely manner.
  • Responsible for processing TDR's or lost and damaged articles.
  • Perform other duties as assigned in association with established Management and Contract Compliance Plan, Storage Plan and workload requirements.
  • Understand and meet established productivity and quality control goals associated with assigned functional area / process.
  • Follow established guidelines in performing day-to-day routine tasks as outlined in Standard Operating Procedures (SOPs), Technical Manuals, and Audit Readiness standards, etc.
  • Understand the Acceptable Performance Levels (APL's) associated with assigned functional work areas / process and work expeditiously to meet contractual and team goals.
  • Adhere to government, contract, and company policies and procedures.
  • Ability to use e-mail to receive and disseminate workload tasks and information.
  • Maintain a safe and secure work environment.
  • Perform other duties as assigned in association with established Management and Contract Compliance Plan, and workload requirements, etc.
  • Adhere to all PTi quality, safety, and environmental standards

Working Conditions and Physical Demands

  • The employee may be required to frequently handle equipment/supplies weighing up to 50 pounds individually and occasionally items weighing more than 50 pounds with assistance
  • Must be able to exert moderate physical effort in the loading, unloading, and arranging of equipment/supplies as applicable to position.
  • Ability to work inside and/or outside in dirty and dusty environments, and occasionally be exposed to hot, cold, damp and drafty weather conditions while handling equipment/supplies.
  • Be able to perform work on hard or uneven surfaces.

Qualifications

Experience:

  • Minimum 5 years' experience with military transportation of freight
  • Experience using the Microsoft Office suite of programs, including Word, Excel, PowerPoint as well as sufficient computer and electronics systems experience

Skills:

  • Proficient with ETA Systems and US Bank PowerTrack Billing System
  • Knowledge of DOD 4500.9R – Defense Transportation Regulation (Part II)
  • Knowledge of AR 380-5 – Department of the Army Information Security Program
  • Knowledge of DOD 5100.76M – Physical Security of Sensitive Conventional Arms, Ammunition, and Explosives
  • Knowledge of DOD 5220.22M – Industrial Security Manual for Safeguarding Classified Information
  • Knowledge of AR 55-38 TM 38-250 – Preparing Hazardous Material for Military Air Shipments
  • Must be able to work well with others under strict time requirements.
  • Must be able to read, interpret, and comprehend pertinent regulations
  • Must demonstrate the ability to effectively read and write in English, and comprehend written instructions, perform common mathematical tasks, and communicate effectively.
  • Attention to detail and excellent follow up skills

Certificate, License, Registration, etc.:

  • US Citizen
  • Must possess or be able to obtain and maintain a security clearance applicable to the position and/or military Common Access Card (CAC) within 30 days if required.
  • HAZMAT certification for IATA, 49CFR and IMDG is mandatory
  • Completion of company mandated training applicable to position.
  • Possess a valid Driver's License

Education

  • Minimum high school diploma or GED

Preferred Qualifications

  • Current active SECRET security clearance
  • Military experience
  • HAZMAT Training 49CFR, IATA, and IMDG certifications a plus
