RSA - Freight Specialist I

The non-exempt job classification is covered under The McNamara-O'Hara Service Contract Act (SCA) and the contract's collective bargaining agreement (CBA). Service employees are compensated per the prevailing wage rates and fringe benefits that are set by the U.S. Department of Labor (DOL) Wage and Hour Division's WDs 29 CFR Part 541 and 29 CFR 4.163(f), unless otherwise modified by a CBA between labor and management.


Job Summary

The Freight Specialist I processes requests for shipment of material to authorized domestic and overseas customers. Provides shipping information to carriers, customers, and shipping offices. Types, distributes, and files forms, letters, and reports. Traces missing or late shipments. Processes documents for shipments and inputs information into the ADP registers, carrier tenders and tariffs and reference files, in manual and computer-generated format for functional purposes.


Essential Functions:

  • Must be able to utilize and comply with multi-service regulatory sources to determine special service requirements, hazardous precautions, security considerations, utilizing transportation, security, and safety regulations.
  • Ability to make cost comparisons using carrier tenders and tariffs, agency contracts, and Electronic Transportation Acquisition (ETA) System. Reviews service features for compatibility with shipment requirements. Request routing authority and instructions from Military Surface Deployment and Distribution Center (SDDC) for shipment that require special services. Provide estimated rate for various mode of shipments at customers request so that customer can make shipment by the most economical means available.
  • Ability to arrange pickup and delivery times with carrier. Determines type of equipment needed to meet customer requirements, regulatory, and federal, state, and local law.
  • Able to use Financial and Air Clearance Transportation Systems (FACTS) to book shipments on military air flights to overseas locations. Prepares documentation including air bills and customs forms for shipment to overseas locations going commercial air to final destination.
  • Obtains proof of delivery at customer's request.
  • Able to report carrier performance failures as required utilizing the Global Freight Management (GFM) System.
  • Ability to prepare Report of Shipments for each shipment containing classified, sensitive, Class A & B explosives, or those shipments requiring special handling to the consignee no later than 24 hours after release of shipment to carrier.
  • Ability to prepare all documentation required for each shipment as required including but not limited to Bills of Lading, Signature and Talley, Shippers Declarations for Hazardous Material, Commercial Invoices, and Shippers Export Declarations.
  • Reviews incoming documentation for discrepancies in quantity or damage and completeness of documentation. Coordinates with commercial and government shippers, and carriers to resolve discrepancies. Prepares required documentation to clear discrepancies.
  • Ability to file all delivery receipts from appointed delivery locations.
  • Make payments to carriers electronically utilizing Powertrack System.
  • Monitor funds received from directorates on Redstone Arsenal and provides cost to budget personnel as requested.
  • Understand and meet established productivity and quality control goals associated with assigned functional area / process.
  • Follow established guidelines in performing day-to-day routine tasks as outlined in Standard Operating Procedures (SOPs), Technical Manuals, and Audit Readiness standards, etc.
  • Understand the Acceptable Performance Levels (APL's) associated with assigned functional work areas / process and work expeditiously to meet contractual and team goals.
  • Adhere to government, contract, and company policies and procedures.
  • Ability to use e-mail to receive and disseminate workload tasks and information.
  • Maintain a safe and secure work environment.
  • Perform other duties as assigned in association with established Management and Contract Compliance Plan, and workload requirements, etc.

Working Conditions and Physical Demands

  • The employee may be required to frequently handle equipment/supplies weighing up to 50 pounds individually and occasionally items weighing more than 50 pounds with assistance
  • Must be able to exert moderate physical effort in the loading, unloading, and arranging of equipment/supplies as applicable to position.
  • Ability to work inside and/or outside in dirty and dusty environments, and occasionally be exposed to hot, cold, damp, and drafty weather conditions while handling equipment/supplies.
  • Be able to perform work on hard or uneven surfaces
  • Adhere to all PTi quality, safety, and environmental standards

Qualifications

Experience:

  • Experience using the Microsoft Office suite of programs, including Word, Excel, PowerPoint as well as sufficient computer and electronics systems experience

Skills:

  • Must be able to work well with others under strict time requirements.
  • Must be able to read, interpret, and comprehend pertinent regulations
  • Must demonstrate the ability to effectively read and write in English, and comprehend written instructions, perform common mathematical tasks, and communicate effectively.
  • Attention to detail and excellent follow up skills

Certificate, License, Registration, etc.:

  • US Citizen
  • Must possess or be able to obtain and maintain a security clearance applicable to the position and/or military Common Access Card (CAC) within 30 days if required.
  • Completion of company mandated training applicable to position.
  • Possess a valid Driver's License

Education

  • Minimum high school diploma or GED

Preferred Qualifications

  • Current active SECRET security clearance
  • Military experience
  • HAZMAT Training 49CFR, IATA, and IMDG certifications a plus
