The non-exempt job classification is covered under The McNamara-O'Hara Service Contract Act (SCA) and the contract's collective bargaining agreement (CBA). Service employees are compensated per the prevailing wage rates and fringe benefits that are set by the U.S. Department of Labor (DOL) Wage and Hour Division's WDs 29 CFR Part 541 and 29 CFR 4.163(f), unless otherwise modified by a CBA between labor and management.

Job Summary

Under general supervision, processes a variety of outbound shipments to include hazardous materials in accordance with the contract and/or military regulations.


Essential Functions:

  • Prepares documents for a variety of commodities, to include special handling, utilizing the web-based transportation system for outbound freight and cargo. Determines classifications and selects the most efficient and economical rates for shipment. Confirms proper certification of hazardous cargo prior to shipment.
  • Reviews shipping requests, identifies priority, and selects mode of shipment utilizing most advantageous to the government. Identifies and applies Government Bill of Lading Office Code (GBLOC) to allow for accurate and timely payment to carriers.
  • Analyzes types of freight to be shipped. Prepares load plans giving consideration to the most cost effective equipment configuration on moving conveyance, i.e. truck, trailer. Conducts on-site verification of equipment measurements. Determines quantity and type of commercial transport vehicles needed to move the equipment via ground.
  • Serves as liaison between the commercial trucking company and military units/customers for outbound freight and cargo.
  • Coordinates with appropriate activities to obtain equipment (i.e. forklift and/or crane) needed to support loading/off loading of vehicles and equipment.
  • Provides shipping cost estimates to customers upon request.
  • Processes domestic and international movement of small packages via government approved commercial carrier. Verifies customs documents are accurately prepared.
  • Reviews for accuracy and processes Federal Express bills; forwards to government for payment.
  • Documents non-routine situations which may result in additional or excess cost to the government.
  • Understand and meet established productivity and quality control goals associated with assigned functional area / process.
  • Follow established guidelines in performing day-to-day routine tasks as outlined in Standard Operating Procedures (SOPs), Technical Manuals, and Audit Readiness standards, etc.
  • Understand the Acceptable Performance Levels (APL's) associated with assigned functional work areas / process and work expeditiously to meet contractual and team goals.
  • Adhere to government, contract, and company policies and procedures.
  • Ability to use e-mail to receive and disseminate workload tasks and information.
  • Maintain a safe and secure work environment.
  • Perform other duties as assigned in association with established Management and Contract Compliance Plan, and workload requirements, etc.

Working Conditions and Physical Demands

  • The work is performed in an office environment and requires normal safety precautions.
  • May require to inspect commercial trucks and on-site verification of equipment.
  • Physical and Mental Demands
  • Work is primarily sedentary and requires extended periods of sitting. Slight physical effort may be required with light lifting. Including, but not limited to, problem-solving, decision-making, data interpretation, organization; reading and writing
  • Work is multi-functional, fast paced with periodic levels of high stress mental demands
  • Must be able to handle equipment/supplies weighing 30-50 pounds individually and occasionally items weighing in excess of 50 pounds with assistance

Qualifications

Experience:

  • A minimum of four years of experience in Transportation/Supply or Freight related duties, two of which are highly preferred be in Military Freight.
  • Experience using the Microsoft Office suite of programs, including Word, Excel, PowerPoint

Skills:

  • Proficient data entry with ability to type 50-55 wpm. Must operate computer and other office automation equipment.
  • General office skills and the ability to understand and interpret military regulations and contract language.
  • Must demonstrate the ability to effectively read and write in English, and comprehend written instructions, perform common mathematical tasks, and communicate effectively.
  • Attention to detail and excellent follow up skills

Certificate, License, Registration, etc.:

  • US Citizen
  • Must possess or be able to obtain and maintain a security clearance applicable to the position and/or military Common Access Card (CAC) within 30 days if required.
  • Completion of company mandated training applicable to position.
  • Possess a valid Driver's License
  • Hazmat Certification may be required
  • Specific positions may require a National Agency Check (NAC)

Education

  • Minimum high school diploma or GED (or three years of work experience which demonstrates the ability to write, to read and comprehend written instructional documents, perform common mathematics tasks and to communicate effectively).
